Pilot Rock is located in Northeast Oregon in Umatilla County. The city was incorporated in 1912.  I-84 is the nearest major freeway, 13 miles to the north.  Highway 395 travels north/south through town.  Located 13 miles away, Pendleton is the nearest large city and is about a 15 minute drive.  Portland is 231 miles to the west.
