I would like to continue with the education process for the citizens on current laws and ordinances to bring everyone up to speed on issues we are going to be addressing.
- Abandoned or Discarded Vehicles: Ordinance 510
Section 3:
A: No vehicle, which the Chief of Police has reason to believe is discarded, shall be parked or left standing on public property within the City for a period in excess of 24 hours, and the same shall be declared a nuisance. Any vehicle so parked or left standing may be taken into custody by the Police Department and held at the expense of the owner.
B: No vehicle which the Chief of Police has reason to believe is discarded shall be left parked or standing on private property within the City for a period in excess of 72 hours unless the vehicle owner has applied for a permit under this Ordinance, and the same shall be declared a nuisance. Any vehicle so parked or left standing may be taken into custody by the Police Department and held at the owner’s expense.
Definition: Discarded; Shall mean any vehicle which does not have lawfully affixed thereto an unexpired license plate and/or is in one or more of the following conditions: inoperative, wrecked, dismantled, abandoned or junked. Discarded vehicles may be deemed to include major parts thereof including but not limited to bodies, engines, rear ends, axles, chassis and transmissions.
Abandoned Vehicle: Shall mean any vehicle left unoccupied and unclaimed, or in a damaged, disabled, dismantled or inoperable condition.
The police department will start contacting observed violations for abandoned vehicle in an attempt to educate the citizens and gain compliance. If the owner will not comply with the Ordinance then the police will follow the guidelines and work on abating the problem areas. If the vehicle is towed and stored the owner of the vehicle may be cited for the ordinance violation with a fine of up to $500 or Oregon Vehicle Code 819.100 Abandoning a Vehicle, which is a Class B Traffic Infraction with a Base fine of $242 for each violation.
