REGULAR COUNCIL MEETING
MAY 20, 2008
 
ROLL
 

The meeting was called to order by Mayor Virginia Carnes at 7:00 PM. Council members present were Kacie Moss, Lorin Newberry, John Standley and Shawna Kirk. Also present were Public Works Supervisor Steve Draper, City Recorder Jackie Carey, Chief Darren Richman, Paul Koch, Gary David, Officer James Gourlie, Jim Carey, Tim Reynolds, Aline Reynolds, and Justin Bedard.

 
MINUTES
 

On a motion by Kirk and seconded by Newberry the minutes of the May 6, 2008 were approved. All members present voted yes.

 
VISITORS
 

Gary David asked Paul Koch to talk to the Council regarding some training for councilors. Koch gave his proposal to the Council. Koch also stated he would change his proposal to include training for the Management Team. On a motion by Kirk and seconded by Moss the Council accepted Koch’s training proposal at a cost of $1500. All members present voted yes.

 
NOISE ORDINANCE
 

Tim Reynolds addresses the Council regarding a noise compliant he received on him playing music in his garage. Reynolds has a working band. They practice once a week from 11:30 am-2:30 pm. The neighbor across the street has complained about the loud music. Reynolds checked the city ordinance and it states someone could get a noise permit. 

 

Chief Richman stated he has been working on a sound variance permit. There would be a fee for the variance. The noise allowed could not be above 85 decibel. Chief Richman offered to take the City’s decibel meter and measure the noise from the neighbor’s property line.

 

On a motion by Kirk and seconded by Newberry the Council granted Tim Reynolds a noise permit for 85 decibels without a fee structure, for 90 days. All members present voted yes.

 
 
POLICE REPORT
 

Mayor Carnes read a letter from Chief Roberts thanking Officer Gourlie for helping with security for President Clinton. Officer Gourlie also helped with security for Obama.

 

1.                 Have implemented some current forms; such as new dog impoundment form that will better track things. A new towing form.

 

2.                 Evidence procedures. They have started to clean out the evidence room.

 

3.                 Working on hiring another officer. Officer Gourlie will be gone for 2 weeks at the police academy. Officer Gourlie is getting called out a lot.

 

4.                 There were some issues on license plates on the wrong vehicles. This is getting corrected.

 

5.                 Working with the Fire District regarding training of city employees.

 

6.                 City of Pendleton has donated a used video camera for a patrol vehicle.

 

7.                 Working on wages comparisons.

 

8.                 Working on a new ride along form. He wants to recommend that people ride along with the officers.

 

9.                 He read his 0-5 year goals. They will be attached to these minutes.

 

10.             The Ford Crown Vic has some maintenance issues.

 

11.             The police department will start fingerprinting the public on Wednesday from 8am-2pm for a fee of $5 for     one card and $10 for 2 cards.

 

12.             Working on a patrol officer’s evaluation form.

 

13.             Chief would like to have LEDS at the police department at a fee of $67. Also OJIM for criminal histories.

 

14.             Chief would like a private phone line in the police department.

 

On a motion by Standley and seconded by Kirk the Council gave the Chief the authority to purse the hiring of a lateral police officer. All members present voted yes.

 

On a motion by Standley and seconded by Newberry the Council approved Chief Richman’s guidelines and goals. All members present voted yes.

 

On a motion by Kirk and seconded by Moss the Council approved the LEDS fee and the private phone line for the Chief. All members present voted yes.

 

Standley asked if the police department was going to move over to the other building on Main Street. Draper, Richman and Carey will look into it.

 
MANAGEMENT TEAM REPORT
 

1.                 The Library will be changing their hours starting June 2, 2008. They will be open 5 days a week from 11am-6pm. This schedule increases the library hours by 5 hours per week.

 

2.                 We would like to declare June 19th free dog license day. The animal clinic is scheduled for that day. On a motion by Kirk and seconded by Newberry the Council declared June 19th as free dog license day. All members present voted yes.

 

3.                 The maintenance department is busy working on the council chambers. The carpet is scheduled to be installed in two weeks.

 

4.                 Steve is busy reviewing the specifications for the water project.

 

5.                 We will have copies of the results of the police survey at City Hall.

 
COUNCIL/PLANNING COMMISSION VACANCIES
 
This was tabled until the next meeting.
 
POLICE RESERVE VEHICLE
 

Gary David is working on changing the title on the reserve pickup into the City’s name. It is currently registered to Wal-Mart. The license plate from the vehicle from Athena was on the pickup.

 
MONTHLY REPORTS
 

The Council reviewed the Time Status Report, Treasurer’s Report and the Budget Reports.

 
 
 
SUPPLEMENTAL BUDGET
 

Mayor Carnes read Resolution 469 a resolution approving the supplemental budget. There were no comments from the public. On a motion by Kirk and seconded by Moss the Council approved Resolution No. 469. All members present voted yes.

 
BILLS
 

On a motion by Kirk and seconded by Newberry the Council approved the bills. All members present voted yes.

 
EXECUTIVE SESSION
 

The Council went into EXECUTIVE SESSION under ORS 192.660 (3) Labor Negotiations at 8:00 PM. The Council came out at 8:56 PM.

 

On a motion by Standley and seconded by Newberry the Council approved pursuing hiring of a lateral police officer at a salary range of $3393-$3598. All members present voted yes.

 

On a motion by Standley and seconded by Kirk the Council approved offering Darren Richman a conditional offer of employment at a salary of $4823, $50,000 life insurance on a condition of a successful background check. All members present voted yes. Chief Richman has a contract of employment he will amend that omits the City paying the employee’s portion for PERS. The amended copy will be given to the Council for their approval.

 
Paul Koch will be back on June 2-3 for interviews.

On a motion by Standley and seconded by Kirk the meeting adjourned at 9:03 PM. All members present voted yes.
